Publicly available planning documents and recent project updates describe the Cherbourg–Mouguerre rail motorway, also known as the AFCM corridor, as a flagship scheme in France’s strategy to shift long-distance freight from road to rail. The line is intended to carry unaccompanied semi-trailers between the port of Cherbourg in Normandy and the Mouguerre logistics hub near Bayonne, creating a continuous rail and sea route linking Spain with Ireland and the United Kingdom.
The rail motorway is being developed in stages. The Cherbourg terminal has already been built and inaugurated, and pilot services for semi-trailers between Cherbourg and the southwest have started on an initial basis. According to published coverage from port and regional authorities, the objective is to ramp up to a full-scale motorway-style service once infrastructure bottlenecks have been cleared along the inland route.
Planning material issued in the context of France’s national freight strategy indicates that the Cherbourg terminal has been dimensioned for around 60,000 handling movements per year at full capacity. Achieving that level of throughput requires a package of civil engineering works on the line between Normandy and southwestern France, particularly in tunnels and constrained sections that must accommodate the larger loading gauge required for piggyback freight trains carrying road trailers.
Tunnel Modernisation Between Poitiers and Bordeaux
One of the most significant work fronts lies between Poitiers and Bordeaux, where SNCF Réseau is undertaking what it describes in published project notes as “structuring works” in several tunnels to make them compatible with the Cherbourg–Mouguerre motorway concept. These interventions include enlarging clearances, renewing lining elements and adapting track geometry so that low-floor wagons carrying semi-trailers can pass safely.
Specialist civil engineering firms have recently reported the completion of key stages, such as enlargement of the Plans tunnel near Ruffec. That contract, carried out between early 2025 and mid-2025, focused on widening the northern and southern portals to create the additional vertical and lateral space needed for high-cube trailers on rail wagons. Similar upgrade campaigns are planned or under way at other tunnels on the same axis.
Project documentation indicates that the tunnel programme is being sequenced to minimise disruption to existing passenger and conventional freight traffic. Work is typically concentrated into intensive possession periods and overnight windows, sometimes over several months, to allow heavy equipment to access the confined sites. The upgrades are also being coordinated with more routine renewals, such as track and ballast replacement, to take advantage of line closures already in the calendar.
According to information shared by the infrastructure manager, the objective is to have the key tunnel pinch points cleared ahead of the mid-2020s timetable changes, so that test paths and then regular motorway services can be scheduled. The overall horizon for a stable, high-frequency operation on the Atlantic axis is being positioned around 2027.
Cherbourg Port Rail Terminal and Northern Access Works
At the northern end of the corridor, the port of Cherbourg has undergone a substantial transformation to host rail motorway operations. The new rail freight terminal, developed in partnership with Ports de Normandie and Brittany Ferries, includes a dedicated yard and loading area designed for horizontal transshipment of semi-trailers onto low-floor wagons, using platforms aligned with wagon decks for rapid handling.
Regional press releases and port documentation describe how the Cherbourg terminal construction lasted around 17 months, with completion in late 2024. A first loaded train of road trailers reached the port in May 2025, marking the operational debut of the multimodal chain that links road, rail and ferry services. Earlier, in December 2024, a pilot test train had run over the short urban rail section connecting Cherbourg station to the port, validating clearances and operating procedures.
In parallel, SNCF has been carrying out works on the conventional line between Caen and Cherbourg to enhance reliability and capacity. A 2026 overview of planned works for the Normandie network highlights renewed track and ballast on several sections of this route. These interventions are expected to improve performance for both passenger services and the heavier, slower motorway freight trains that will share the corridor.
Network statements associated with upcoming timetable years also signal an effort to adapt signalling and capacity modelling along the axis feeding Cherbourg. The aim is to ensure that paths for long, heavy freight trains can be threaded between regional passenger services without causing systematic delays, particularly in the more constrained approaches to junctions and major stations.
Mouguerre Hub, Atlantic Connections and Environmental Goals
At the southern end, the Mouguerre freight terminal near Bayonne is emerging as a key multimodal hub on the Atlantic coast. According to information published by SNCF Group, the site already hosts a rail motorway link between Luxembourg and the Atlantic seaboard operated by VIIA and Lorry Rail, with several weekly round trips loading semi-trailers and containers horizontally.
The Cherbourg–Mouguerre rail motorway is designed to plug into this existing ecosystem, extending the reach of the Atlantic corridor northwards. Once the new service is fully ramped up, trucks arriving from Spain and Portugal will be able to transfer trailers onto trains at Mouguerre, with some flows continuing north and east via Luxembourg, and others routing to Cherbourg for onward ferry services to Ireland and the United Kingdom.
Project promoters present the scheme as a major contribution to European climate and transport objectives. Estimates cited in regional and company reports suggest that each motorway train can remove dozens of long-haul trucks from the road network, with associated reductions in greenhouse gas emissions and congestion on busy north–south road corridors. Similar VIIA-operated lines elsewhere in France are reported to cut emissions by more than 90 percent compared with equivalent road-only journeys.
The Cherbourg–Mouguerre link is also aligned with national targets for increasing the rail share of freight and strengthening logistics resilience. By adding a high-capacity rail option along the Atlantic seaboard, the corridor offers an alternative to the traditional north European port gateways and road-dominated routes, diversifying access for Iberian exporters and Irish and British importers.
Next Phases: Capacity Ramp-Up and Service Patterns
While early trains are already running on parts of the route, project information points to a phased ramp-up before the Cherbourg–Mouguerre motorway reaches its full design capacity around 2027. In the near term, operators are expected to refine loading procedures at Cherbourg, integrate timetables with ferry schedules and test different train lengths and loading patterns to optimise asset use.
Capacity modelling for upcoming timetable years is being used to identify where additional passing loops, signalling tweaks or timetable adjustments may be needed to accommodate more frequent motorway paths. Some sections of the network, particularly south of Poitiers and in the approaches to major junctions, are likely to see targeted investments to ease conflicts between fast passenger services and slower, heavy freight trains.
Publicly available materials also suggest that service patterns could evolve as demand grows. Initial operations may prioritise overnight departures to maximise terminal productivity and match truck arrival patterns, before expanding into more frequent round trips as volumes build. Over time, additional connections to other freight hubs could be layered onto the backbone Cherbourg–Mouguerre service, further reinforcing the Atlantic rail motorway network.
For now, the focus remains on delivering the remaining programme of tunnel enlargements, line upgrades and terminal fine-tuning. If these elements stay broadly on schedule, the Cherbourg–Mouguerre rail motorway is positioned to become a central component of France’s greener freight landscape by the latter part of this decade.
