Previous reports to the TTC Board indicated that submissions for the resignalling project closed in 2025, with contract award targeted for 2026. The newly announced agreement confirms that timeline, setting the stage for detailed design, installation and testing on the 26 kilometre Bloor–Danforth route.
The signalling package will replace the existing fixed block infrastructure that has been in service for decades. Project descriptions emphasize that the new system is intended to increase capacity, support closer train headways and reduce the likelihood of delays linked to aging wayside equipment.
The move mirrors the deployment of automatic train control on Line 1 Yonge–University, which has been progressively rolled out over the past several years. With Line 2 now entering implementation, Toronto is positioning both of its legacy heavy rail lines on a similar technological footing.

According to information released with the contract award, the successful proponent is Hitachi Rail Canada, whose signalling competence centre is based in Scarborough, not far from Line 2’s eastern reach. The facility has become a key engineering hub within the wider Hitachi Rail group, supplying expertise to projects across Canada and internationally.
Reports on the award highlight that the Scarborough office already employs more than a thousand staff in engineering and related disciplines. The Line 2 contract is expected to reinforce that presence by anchoring a major long term project in the company’s home market.
The phrase “CBTC is coming home” has been used in local coverage to underline the symbolic aspect of a global rail technology provider delivering a flagship system in the same city where its Canadian signalling operations are headquartered. For Toronto, the arrangement also aligns with longstanding political interest in securing domestic economic benefits from large transit procurements.
Project materials suggest that a significant portion of the design and integration work will be carried out in the Scarborough office, alongside on site activities across the Bloor–Danforth corridor. The scale of the program means that specialist staff in communications, software, testing and systems safety will be engaged over many years.
What the CBTC upgrade will change for riders
The TTC’s description of the Line 2 automatic train control project emphasizes that the technology is intended to support more frequent and reliable service. CBTC systems use continuous communication between trains and control centres to manage separation, allowing operators to safely run vehicles closer together than with traditional fixed block signals.
On Line 1, similar technology has been associated in public reporting with more consistent headways and fewer signal related disruptions compared with legacy sections of the network. Applying the same approach to Line 2 is expected to yield comparable benefits, particularly during the busiest peak periods when platforms along the Bloor–Danforth line can become crowded.
Project briefings also note that CBTC can enhance recovery from incidents by giving controllers a more detailed, real time picture of train locations and system conditions. This can support faster decisions on turning back trains or adjusting service patterns when infrastructure failures, spills or other unplanned events occur on the line.
For riders, most of the changes will be experienced gradually, as sections transition to the new system and operating rules are adjusted. The TTC’s published information points to a multi year implementation horizon, during which planned weekend and overnight closures will be required for installation and testing.
Integration with new trains and wider Line 2 modernization
The CBTC resignalling program does not stand alone. It forms part of the broader Line 2 Modernization initiative, which includes procurement of a new subway fleet, yard and maintenance upgrades, and capacity improvements at key transfer points such as Bloor–Yonge.
City and TTC reports show that funding has been secured for 55 new trains dedicated to Line 2, with cost sharing between the municipal, provincial and federal governments. Commissioning CBTC is a complex, staged process that typically involves running trains in mixed mode, with both the old and new systems active, before full cutover.
