One analysis of 2025–2026 figures reports that average daily ridership on Central Railway has fallen by roughly 4.5 lakh passengers compared with 2018–2019, while revenue has actually increased, reflecting higher fares and a larger share of air conditioned services. Western Railway shows a similar pattern of lower passenger counts but higher earnings, suggesting a structural shift in how and where people travel rather than a simple fall in demand for public transport.

The Mumbai Metro network carried an estimated 273 million passengers in 2024–2025, with newer elevated corridors in the western suburbs reporting sustained gains in daily riders as they stabilize operations and increase frequency.
These diverging trends underscore how the suburban railways, long the backbone of Mumbai’s daily commute, are gradually sharing their load with a denser grid of air conditioned, closed door metro services that target some of the city’s most congested road and rail catchments.
Western Suburbs: Lines 2A and 7 Ease Pressure on the Western Railway
The most visible shift is along Mumbai’s western suburbs, where the Yellow Line 2A and Red Line 7 form a north south spine parallel to the Western Railway’s suburban tracks and major arterial roads. Both lines, running between Dahisar and Andheri on parallel alignments, were fully commissioned in 2022 and have since emerged as high demand corridors.
According to published coverage, Lines 2A and 7 together were carrying around 3 lakh passengers per day by early 2023, prompting the operator to plan additional train sets to shorten headways. While the Western line still carries an estimated 4 million passengers daily, recent historical tables show that the rate of growth in suburban train ridership has flattened in the period when multiple metro segments opened along the same north south axis. Taken together, these numbers point to a gradual rebalancing rather than a sudden modal shift, with the metro absorbing a portion of short and medium haul demand that previously crowded local trains.
South North Connectivity Strengthens with Underground Line 3
The opening of the fully underground Aqua Line 3 has added a powerful new alternative for commuters travelling between South Mumbai, the central business district and key employment hubs in the western and eastern suburbs. According to the Japan International Cooperation Agency’s published information, the final segment of Line 3 between Acharya Atre Chowk and Cuffe Parade was inaugurated in October 2025, completing the 33.5 kilometre Colaba–Bandra–SEEPZ corridor.
Line 3 provides direct metro access between dense office districts in Nariman Point, Fort and Lower Parel and major interchange points such as Bandra Kurla Complex and SEEPZ, which were previously accessed primarily through a combination of suburban trains and road based transport. Transport analysts note that this connectivity is expected to divert a share of long distance commuters who earlier relied on Western and Central Railway trains to reach Churchgate, Chhatrapati Shivaji Maharaj Terminus or Dadar before transferring to taxis, buses or auto rickshaws.
Network maps and planning documents show that Line 3 intersects or approaches several suburban rail and metro nodes, including stations near Mumbai Central and the airport, offering multiple opportunities for passengers to switch from local trains to underground metro services for the final stretch of their journey. As ridership on Line 3 scales up, the corridor is likely to play a key role in easing crowding on southbound morning peak trains and northbound evening services on both major suburban rail corridors.
Although comprehensive post commissioning ridership breakdowns by interchange location are still emerging, early commentary from transport researchers has framed Line 3 as a backbone route that could significantly redistribute passenger flows away from already saturated suburban sections south of Dadar.
Future Corridors Poised to Pull Riders from Central and Harbour Lines
Beyond the western suburbs, upcoming metro projects are positioned to reshape travel demand on Central Railway and the Harbour line. The Green Line 4, running broadly between Wadala and Kasarvadavali via Thane, and the Pink Line 6, linking Swami Samarth Nagar to Vikhroli, are designed to parallel or intersect key suburban rail branches while serving dense residential and employment clusters that currently funnel passengers toward the Central corridor.
Planning documents and technical summaries indicate that Line 4 and its extensions will offer an alternative north south route on the eastern side of the city, connecting locations such as Wadala, Chembur, Ghatkopar, Bhandup, Mulund and Thane. When fully operational, this grid is expected to intercept passengers who today travel by Central Railway between Thane, Dadar and south or central Mumbai, particularly for journeys that begin or end far from existing rail stations.
Line 6, which runs largely along the Jogeshwari Vikhroli Link Road, is designed as an orbital connector between western and eastern suburbs, intersecting Lines 2, 3, 4 and 7. Present status updates show substantial civil progress, and planners expect the corridor to enable cross town movements that currently require passengers to backtrack via Dadar or Kurla on suburban trains. This could reduce pressure on heavily loaded interchange stations and free up capacity on Central Railway segments that currently handle a high volume of transfer passengers.
Transport policy documents and investment reports emphasize that as more of these lines open, the proportion of daily trips handled by the suburban railways will likely fall further in relative terms, even if absolute ridership remains high. The metro network is being deliberately structured to peel away both end to end and cross town journeys that strain the suburban system during peak hours.
Changing Commuter Preferences and the Search for Reliability
The evolving ridership patterns also reflect changing commuter expectations. Surveys and anecdotal accounts captured in local coverage highlight that passengers increasingly prioritize reliability, safety and comfort alongside travel time and cost. For many office workers in the western and central suburbs, the metro’s air conditioned coaches, level boarding and closed doors present a compelling alternative to overcrowded suburban trains.
Operational records released by metro authorities during the 2024 monsoon season highlighted that elevated corridors maintained near normal punctuality during periods when flooding disrupted both road traffic and sections of the suburban railways. These episodes reinforced the metro’s reputation as a more predictable option in extreme weather, encouraging some riders to permanently alter their route choices.
At the same time, the suburban railways are adjusting by expanding air conditioned services, adding new lines and upgrading infrastructure, as reflected in recent government press releases on capacity enhancement projects.
